Taoiseach meets with the President of the European Convention,Valéry Giscard d'Estaing
The Taoiseach today met with the President of the European Convention, former French President Valéry Giscard d'Estaing. He congratulated him on the excellent work of the Convention and the skilful manner in which he is steering the Convention and leading its Praesidium.
In the course of a constructive and useful discussion on the progress of the Convention the Taoiseach informed the President that he shared his aspiration that the Convention should produce a single draft Constitutional treaty.
The Taoiseach stressed to the President Irelands constructive and positive approach to the Conventions work. He pointed out that Irelands representatives on the Convention have played an active role in its work.
The Taoiseach said that Ireland sees the need for, and is open to, agreement of real change in the Treaties. Such change is essential if the EU is to continue to work. He impressed on the President, Ireland's particular concerns in a number of areas especially taxation, and the need to maintain the overall institutional balance.
On taxation he have made it clear that Ireland will not accept any change in the current requirement for unanimity in this area.
On institutional issues the Taoiseach made clear Irelands position that the principle of equality of Member States and the balance between Member States and the institutions should be maintained and emphasised that we would expect to see these key concerns reflected in the draft treaty.
On the timing of the Convention the Taoiseach stated his belief that it should finish its work in a timely manner and as soon as possible.
The Taoiseach stressed his belief that there should be an adequate period of reflection between the conclusion of the Convention and the commencement of the IGC.
