The Inquiry’s Report on the Dublin and Monaghan bombings of May 1974 contained an overview of the origin and development of the Troubles in Northern Ireland between 1969 and 1974. Here the Inquiry proposes to focus on events which took place during 1972 – particularly, in November and December of that year. These events are referred to for the purpose of illustrating the social and political background to the main incidents with which this report is concerned. It is not, nor is it intended to be, an exhaustive account of the violent and illegal acts that took place
during that time.

The shared overall goal of the new Agreement covering the period 2003-2005 is to continue progress towards the realisation of the NESC vision for Irish society in a period of considerable uncertainty, and to do this by sustaining economic growth and maintaining high levels of employment and securing living standards for all, while strengthening the economys competitiveness and thereby its capacity to resume
trend growth in more favourable international conditions.
This report is the fifth Annual Report published by the Department under the Public Service Management Act, 1997 and the first reporting on progress in relation to the Strategy Statement 2003-2005. The Strategy Statement forms the basis for a continued and improving service to the Government, Taoiseach, Ministers of State and all citizens.
This is the second annual report of the Government’s progress towards implementation of the Programme for Government. It is the seventh successive report since Fianna Fáil and the Progressive Democrats agreed their first programme for Government in 1997. The purpose of this report is to state factually the position in relation to each commitment given in our Programme at the end of this, the second of the five years of our mandate from the people.
As with all social partnership agreements, this Agreement is the product of hard bargaining on all sides and was only made possible by a willingness on all sides to make compromises in the interests of an agreement and its associated benefits. I would like to take the opportunity to express my appreciation, on behalf of the Government, to all concerned for their commitment in bringing this Agreement about.
