What does this Law do:
This law provides for the establishment of the National Development Finance Agency (NDFA). The functions of the NDFA are to advise State authorities on the optimal means of financing public investment projects in order to achieve value for money; to advance moneys and to enter into other financial arrangements in respect of projects approved by State authorities; to provide advice to State authorities on all aspects of financing,refinancing and insurance of public investment projects undertaken by means of public private partnership arrangements or within the public sector; and to form (subject to the consent of the Minister for Finance) companies for the purpose of securing finance for public investment projects. The NDFA will perform its functions through the National Treasury Management Agency.
